Cebu flights — direct arrivals, Manila connections, and what confuses people
There are two ways into Cebu: a direct international arrival at Mactan-Cebu International Airport, or an arrival in Manila followed by a domestic connection. This page, current as of 2026-08-25, sets out what actually differs between them, how the Cebu airport is laid out, and where booking screens mislead people. Carriers, frequencies, fares and flight times shift every season, so they are not written here.

Two routes — what you save and what you pay for
- Direct to Cebu — you land already in Cebu. No connection means no risk of bags failing to follow you and no transfer window to calculate. In exchange, the choice of departure times and frequencies is narrower than Manila.
- Via Manila — far more departure times, and the fare sometimes prices lower. In exchange you change to a domestic flight at Manila, an airport split across several terminals, which can mean moving between terminals.
On fare alone a connection can look cheaper. Add the layover time, the terminal transfer, and whether you have to reclaim and re-check your bags between the international and domestic legs before you compare.
Two things to check on any connecting itinerary
- Whether the bags are checked through — on a single booking they usually travel to the final destination, but if you bought the international and domestic legs separately you collect your bags in Manila and check them in again. That also means clearing immigration and customs first.
- The transfer window — a combination that requires a terminal change needs far more time than one where you stay in the same building. If the first leg runs late you miss the second, and on separately bought tickets no airline carries that loss for you.
Two separately purchased tickets are two separate contracts. If the first leg is delayed and you miss the second, you buy the second again. That loss is usually larger than what a short layover saved.
Mactan-Cebu International Airport (CEB) — not on Cebu island itself
- The airport code is CEB. On a booking screen, confirm the code rather than the city name.
- The airport sits on Mactan island, across a bridge from Cebu City. If you are staying at a Mactan resort the airport is close; if you are heading into Cebu City you cross the bridge.
- There are two terminals, and international and domestic flights use different ones. If you are connecting to a domestic flight, budget separately for the terminal transfer.
Treating Cebu as a single place will throw off your sense of distance. Mactan resorts and downtown Cebu City are separated by a bridge, and travel time between them depends heavily on traffic.
Two confusions caused by names
- Cebu Pacific Air is not an airline that only flies to Cebu. The name carries the city, but it serves destinations across the Philippines and internationally — boarding it does not mean you are going to Cebu. Confirm the destination by airport code, not by carrier name.
- Cebu is an island, a province and a city all at once. Search results mix Cebu City, Mactan and Lapu-Lapu, and all of them are the same wider Cebu area. The quickest way to place an address is on a map, relative to the bridge, rather than by the city name.
What to check when booking
- Baggage rules — on low-cost carriers checked baggage is not always part of the fare, and adding it at the airport is normally dearer than adding it in advance.
- Oversized items such as golf bags or surfboards — rules and advance-declaration procedures differ by airline. Check the rules of the airline you booked.
- Arrival time — for a late-night arrival, arranging a hotel pickup in advance is the safer option.
- Onward ticket — immigration may ask for evidence of a flight leaving the Philippines. If you are booking one way, prepare for that.
- Passport validity — a minimum remaining validity applies. Confirm it against official guidance before you travel.
After you land — the order of things
- Immigration — passport, onward ticket and accommodation details may be asked for.
- Baggage claim — if you checked oversized items, look for the separate belt.
- Customs
- Connectivity — if you plan to buy a local SIM, do it in the arrivals area. Skip this if you set up an eSIM before departure.
- Money — many travellers change only what they need for transport and the first meal at the airport, and the rest in town.
- Transport — hotel pickup, a ride-hailing app, or the official airport taxi counter.
An online arrival registration scheme has been in operation. Whether it is currently required, and when it has to be submitted, can change — confirm against official guidance before departure.
If Cebu is your gateway to another island
Cebu is also used as a hub for nearby islands. Ferries are cancelled in bad weather, though, and domestic connections take longer because the terminals are separate.
If you have an international flight home, do not put the return leg from the island on the same day as your departure. One cancellation takes the whole itinerary with it.

- The dry season (roughly November to April) is when travel demand concentrates.
- The December-January holiday stretch is when seats and fares get difficult at the same time.
